Sterilisation of stray dogs – the only solution?

      The Malayalam newspapers, for last two days, report that people cannot walk or ride in bikes in Thriuvananthapuram city in Kerala. Stray dogs attack in packs any one  on the streets. Two years ago, stray dogs tore a one-year old baby girl into pieces , at Vizhinjam, not so far away from the State capital. Don't feel sad or angry or disgusted -- we can afford to lose one from 1.2 billion population. The right of a stray dog is more precious to us than the life of a little human being. I don’t understand why these restrictions on killing of stray dogs? Why can't a District Collector initiate actions against this 'public nuisance'  under Cr.PC?

 Let me tell you, based on my three years experience in the Kerala Medical Services Corporation Ltd -KMSCL (central procurement agency for drugs and equipments for government hospitals), I  suspect that facts were twisted before the Hon Court by the anti-rabies vaccine mafia in getting a ban on the killing of stray dogs. (See news: Top lawyers appeared in the Hon.SC- Who pays for their appearance?.) In this country, you can kill cows, buffaloes,  goats, pigs, ducks, hens, even the cute rabbits. And every day that is being done under the most inhumane conditions. No one protests. No one feel sad.

Visit any government owned or illegal abattoir and see how cruel these animals and poultry ( which don’t attack you even when provoked) are being butchered. Strange but true, you cannot kill a dog in this country while you can kill any other animal/bird not protected under the Wildlife Act. And that’s what the Local self Govts say as the reason for this menace,in their defense. What is so sacrosanct about dogs.? Why the life of a street dog is nobler than the life of a cow or any poultry being killed by us? Or is there any rule which permits you to kill any living being for your food? If that is the logic, then in some parts of our own country and in the East Asian countries, dog meat is also a food.

    Dont form an opinion that I hate dogs. I too have three dogs at my home and they are our dear dear pets. But I keep them in the confines of my home, without allowing them to create any trouble to anyone.I let lose them to the street then I cannot protest if someone kills them, when they bite. Dog is one of man's most loyal friend, no doubt - at our homes, not on the streets.

      The KMSCL alone purchase anti rabies vaccine (which has an MRP around Rs.250/vial at a lower price of  Rs.115/vial in tenders) every year and supply to Government hospitals. December 2012 alone witnessed consumption of 70000 vials. Rs. 3 to 5 Cr is the average annual expenditure of KMSCL for this vaccine, a lower spend, thanks to the IDRV route of administration(0.2 ml/ dose). The annual expenditure was around Rs.7 -10 Cr  per year in the early years of KMSCL when Intra Muscular route (which consumes more - 1ml/dose) was followed for vaccination. This is the expenditure for the government hospitals of Kerala, where only 30% of the population goes.  This is the yearly spend on account of anti-rabies vaccine, not to mention about the cost incurred on equine (Rs.350/vial- KMSCL rate) or human (Rs.3200/vial-KMSCL rate) anti-rabies immunoglobulin, which also sometimes administered along with the vaccine (depending on the market interest of the doctor who administer it). Think about the market for anti-rabies vaccine for the whole of India? Think and find the astronomical figures. Now you understand who is behind the ‘friends of street dogs’? Why top notch lawyers defend stray dogs in courts and get an order treating them as endangered species. The ‘friends of street dogs’ go to any extent to prevent the killing of stray dogs. Still, we  have some relief. There is no one to protect the rights of mosquitos and fleas of this country. More street dogs more vaccine. Equation clear? And sterilization of stray dogs is prescribed as the only cure for this problem that threaten the life of man on the streets. Society also contributes  and play their part.We feed them and allow to multiply through the thrash we throw on road side. Don’t expect anything more from a society, which is already sterilised.


Tail piece: There is one lady, biggest advocate for the  rights of stray dogs, who writes regularly about the virtues of  being a vegetarian. I was recently in South Korea and saw the Koreans eat almost all animals/birds/sea-food, they find on earth. They appeared to be lean and very healthy than any average Indian. Korea’s health indicators  are at par with those of developed nations. And also believe me, there is more pesticide in the vegetables than in meat (which is also not safe), as found in the studies conducted by the Kerala Agricultural University recently,. The University found traces of 12 pesticides, including those of malathion, in our ordinary ‘curry vep’. Vegetarians are also not safe in this country.

If you have to capture these dogs to sterilizer them, then why not just export them to the region where they convert them to food. The rule prevents you from killing them locally, but it doesn't restricts you from putting them in a truck and shipping them to those part of the country where they convert them to food. Sell them for a price, that will cover the expense. A win - win situation.

  3. All inclusive facts.Realities make solutions difficult.We reap as We sow.Efficient Garbage Management System as an individual and social responsibility with Pricky Penal Provisions( not as sole LSGI duty as most Mallus think) is the crux of the solution.
    Short term strategies of impounding and putting to rest menacing one's and Long term strategies of Animal Birth Control (ABC),Early Neutering Programmes at ULB level initially, shall make difference.
    But lethargy of those involved including the No Care Until It Affects Me Attitude of Mallus with "Fault Finding Syndrome" affected bureaucracy especially the audit wings makes possible solutions as mere discussions and dreams....

There are activists and organizations to raise their voice against the cruelty to animals. But who will protect us? Authorities have turned a blind eye towards the situation. Like you rightfully mentioned in your article “No one protests. No one feel sad”.

  5. I wonder why many well educated officers like you don't correctly know the name of the only Agricultural university in Kerala. Is it really because of ignorance or done purposefully ?
    Dear sir, its Kerala AGRICULTURAL University and not AGRICULTURE University.
    I feel sad when top level bureaucrats make comments and suggestions on agriculture policies and reforms without even understanding the basics behind it- maybe a reason why agriculture in India is taking a back seat. We have way to go.

    2. Dr Vijayan, Talking of agricultural policies do we have an agricultural policy? We had been following a “kissan friendly” and agriculture friendly policy ever since our 1st five year plan. (see table) Why is it that in spite of great achievements like green revolution, economic liberalization, economic growth rate (at 8%) and scientific progress, a large number of children (42%) remain under-nourished.
      By 2050 the global population is expected to reach 9 Billion. Though diminishing land resources or climate change are challenges projected, food presently produced can meet the needs of 11.5 billion people. Means that world is already producing more food than would be required by 2050. Why then is the world faced with hunger& malnutrition?
      Why 47% adolescent girls in India are underweight with a body mass index of less than the prescribed level of 18.5, said the UNICEF Global Report card on Adolescents, 2012.
      Those whose heart burn on correctness of name must realize Victorian policies of asking people to ‘eat cakes if they do not have bread’ is not sustainable. Healthy environment and healthy animals are essential to sustain healthy life. Wrong policies of green revolution have brought in more harm than good.
      Trees store 20 to 100 times more carbon per acre than pastures and crop lands. Scientists at the University of Calgary (U of C) in Canada (in August, 2009) reported that methane emission by stressed crops could be a bigger problem in global warming than previously thought ie. maintaining trees is as important as planting them. US, India & China are the biggest emitters, accounting for half of all the global CO2 emission.

  9. I think there is legal restriction to kill a stray dog if it is rabid.If a panchayath secretery thinks all stray dogs in in his area are rabid animals nothing will stop him from killing them.
    But majority of them not using this way.

As per reg. 9. of the Animal BirthControl (Dogs) Rules, 2001, incurably ill and mortally wounded dogs as diagnosed by a qualified veterinarian appointed by the committee shall be euthanised during specified hours in a humane manner by administering sodium pentathol for adult dogs and Thiopental Intra-peritoneal for puppies by a qualified veterinarian or euthanised in any other humane manner approved by Animal Welfare Board of India. No dog shall be euthanised in the presence of another dog. The person responsible for euthanising shall make sure that the animal is dead, before disposal.

  11. Possibly DR. Biju Prabhakar is unaware of some facts. India had been killing stray dogs for years. But the number of rabies death had been steadily increasing. India is first in the global rabies death list. In fact we have on record killed more stray dogs than we killed. Unscrupulous agents had been getting money by reporting the number of dogs they killed.
    Dogs are highly territorial and they do not allow dogs from other streets (their territory is not divided as per revenue or municipal law). Once we eliminate all dogs from one territory, dogs from the neibhouring areas take over. In Urban areas bordering rural area, the rural dogs migrate. In fact such dogs have greater chance to get exposed to reservoir animals of Rabies like foxes. This would add risk.
    Second, no one talks about the use of stray dogs. They clear much of the food wastes. Their presence is more near fast food outlets (many are even sponsored by clients). If dogs are totally eliminated (which does not happen) rodents would find it easy to come over ground. Most of the hard core stray dogs come out of their recluse at night when we sleep under the cozy cool of monsoon.. This make it difficult for rats to surface to feed and breed rapidly. Rats moving over ground frequently breed every fortnight (dogs breed thrice in two years). Leptospirosis or “Rat fever” are very common and spread through urine can play havoc when it spreads through rain water.
    A pair of fertile dogs can become 300 in three years if not birth controlled. There is no restriction in the law on euthanizing rabid dogs or even dangerous dogs provided, they are not used as an alibi to misappropriation. I had the opportunity to inspect most, if not all Animal welfare organizations, in Kerala in 2009. I had reported at least 2 to 4 organizations that have received money in lakhs from Anial Welfare board of India in the name of ABC (Animal Birth Control) or animal shelter. They proved to be non-performing or misappropriating. Like the solar energy, or cell phone (@G spectrum) good vestures of development become soft t targets for corruption too.
    Another important fact is that more than 40% of the street dogs are abandoned dogs once domestic dogs get skin disease, ticks laden or become old. (The lane between women’s college and the women’s hostel is a hot spot for abandoning dogs in card board boxes) Equal is the number of left over females street dog pups as many people adopt male pups.

  14. The public exchequer on anti-rabies vaccination is possibly wrongly interpreted or wrongly projected. The expenditure on post-bite vaccination ie. post exposure Prophylaxis (PEP) Is around Rs.7-10 Corers. Though a dreaded disease Rabies is still not a reportable disease. Data on rabies death of men is not precise as many cases die out side the rabies cell as sentimental relatives refuse abandon them to die in cell. On the other hand data on animals get exaggerated. All dog bites are considered as rabid dog bite and provided post-bite vaccination. Often hyper immune serum costing Rs.20,000 is given to cover the risk of delay. Without identifying animals treatment is ambiguous. Dogs are often killed in mob fury making lab. diagnosis difficult. The term ‘domestic’ and ‘stray’ dogs do not reflect the real nature or status of animal. Actions without identifying, describing and counting dogs can be subjective & wasteful. Considering the dread of rabies both physicians & patients opt vaccination. Dog bite in US is 10 times more than India, though PEP (post exposure Prophylaxis) is not considered necessary. This is where Mr. Biju Prabhakar’s view on vaccination control tend to get support.
    There is a lack of trained dog catchers, no verifiable recording, no territory-wise coverage. ABC has to done after identifying and describing all the dogs of a territory (domestic, semi-domestic or street dogs), At least 80% of the dogs needbe covered without discontinuing the program.
    Health dept. trained professionals in Intra Dermal vaccination (IDRV) to economise on treatment. But delay in distribution of vaccine force victims to travel to District HQ. Delay increases both risk and expense. (requiring immunoglobulin costing Rs. 20,000/-)
     Despite spending Rs. 25-30 crores 30-40 die of Rabies every year in Kerala. Control of rabies in animals is the only viable option. Animal Birth Control (dogs) rule 2001 made killing healthy stray dogs without provable reason a cognizable offence. It made ABC/ AR obligatory if the local body desires to control stray animals
     Responsible ownership and licensing is mandatory, but not followed. Because killing stopped without animal birth control (ABC-AR) or responsible pet ownership demand for PEP rose as ABC/AR was essential to control animal vectors. To make stray and domestic dogs safe for human contact it is essential to reduce ganging of stray dogs
     To reduce the panic, agony, loss of resource and man hour loss it is essential to remove the uncertainty following normal dog bite identifying and counting daogs of each territory id essential.
     As children are frequent victims they be discouraged from teasing dogs, or careless contact; encourage them to report dog bite or licking

    The Mayor of Chennai has been making a lot of noise about removing dogs from the street and putting them in permanent pounds. One does not have to be a dog lover to realise how dangerous this is to the wellbeing of Chennai’s humans. Let me explain.The first letter I ever wrote as an animal welfare activist was in the 1980s to the Municipal Commissioner of the New Delhi Corporation asking him not to kill dogs cruelly. It did not occur to me that there could be a world in which dogs were not killed at all.

    In 1995, I went to the U.S. for a major conference on the subject of killing street dogs. A county called San Mateo in California had replaced the killing with sterilisation and vaccination and, within two years, had so much scientific evidence that this worked.

    In 1980, there was a survey of dog numbers in Delhi; the figure arrived at was 1.5 lakhs. From 1980 to 1990, about 800,000 dogs were killed. So what was the number of dogs in 1990? The same 1.5 lakhs! Killing them — by picking up the dogs with tongs, breaking their limbs, keeping them hungry for a week, stuffed 30 to a cage lying in their own faeces and urine, throwing water on them and then electrocuting them — had no effect on the numbers.-...........

    1. Then what is the solution In us you must have seen that there is only limited number of dogs and sterilisation was easy and at that they can afford that. India cannot spend crores of rupees on sterilisation which is total failure. The only solution is to kill all stray dogs at the earliest.

  16. .........I asked the World Health Organisation if there were any alternatives. There were. I came back, filed a case against the killing of dogs in Delhi and won. The typical bureaucrat/lower politician’s attitude — “Do you want people to live or animals? Cities are built for people, not animals.” — is outdated and unscientific.

    Nature has allotted to the dog the role of a scavenger of the city. Its specific purpose is to keep garbage, rats and other pests in check. Do you think that dogs survive because animal lovers feed them? Certainly not. One pair of rats is ready for breeding within six weeks of being born — and each pair can breed 35,000 rats by the end of each year. Who keeps this potentially disastrous situation in check? No municipal corporation has allocated a single paisa for the destruction of rats. Each city has over 10,000 cases yearly of humans bitten by rats. Is there any municipal money allocated for rat elimination? No. Instead, the Corporation removes the rat eliminators: the dogs.

    And which dogs? Sick dogs? Rabid dogs? No. The Class IV catchers are not going to risk their lives by catching dogs with a communicable disease. They catch only healthy, happy dogs that are owned or fed by people working as servants, dhobis, small hawkers or shopkeepers who feed them but have no space to keep them. The sick dogs, the dangerous dogs — these are the ones that survived and went on to breed..........

  17. ..........Wolf packs decide, on the basis of available food , what each pack’s optimum size will be. For instance, if there is only so much game in an area, the pack limits its numbers. The dog too follows a similar pattern. It is as if the dogs decide a city’s food capacity is and then stay at a certain number — no matter how many we remove.

    Now let us come to rabies. The standard justification for killing is that stray dogs cause rabies. In Delhi, 585,192 dogs were killed but the rabies rate continues to climb. Why?

    For one thing, government records show (in a report published by the Rabies Control Programme) that 70 per cent of the people suffering from rabies had been bitten by pet dogs — not strays.

    What did the administration of Delhi think of its own killing programmes? In a secret report circulated to the Delhi administration, the Manager of the Slaughter House (TU) MCD, stated that in regard to the money being allocated in 1991-92 for the ‘rabies control programme’ the indiscriminate killing of stray dogs serves ‘no purpose whatsoever.’

    The Report stated that as soon as the stray dogs of one area were killed, their space was filled by an equal number from another area. It recommended that the Municipal Corporation of Delhi constitute a unit in every zone to maintain a record of the dog population in the zone and that each dog should be brought to one spot and set free after being sterilised and immunised with the anti-rabies vaccine. The Report stressed repeatedly that this is the only way to reduce both rabies and the dog population of the city..........

  18. .........During my 1995 trip to Chennai, it took me 45 minutes to make a presentation to the CM and the officials. They understood immediately and the killing was stopped. The dog-killing pound was given to an NGO and the ABC programme started. This was the first city in India to do this.

    The Government of India came to the same conclusion in 2001, after many cities started this programme on their own. Jaipur was first to declare zero-rabies incidence. This programme has been repeatedly challenged in court — and each time the judges have seen the sense of the animal birth control programme and the sense of having the dogs back on the street after their operations.

    Now we come to bites. Sterilised dogs do NOT bite.

    Sterilisation removes the testosterone from the male and all sexual incentive to fight.

    Cities that have employed sterilisation have shown a steep decrease in the number of bites. What continues to increase the statistics are bites from unsterilised pet dogs, which account for 95 per cent of all dog bites

    Now let us come to the Mayor of Chennai and his plan for dog pounds. Let’s look at this programme:

    1. Will the pounds be able to hold dogs indefinitely? Can you put five dogs in your house, feed them well and expect them not to fight ? No. The dog is a territorial animal. In a stressful situation he will fight. If, God forbid, animals escape from there, they will be wild and angry.

    2. What will it cost Chennai? The cost would be over 100 times that of sterilisation. Feeding the dogs and paying the staff will mean a minimum of Rs. 50,000 a day. More would be needed to pay doctors and organise housing during the rains. Do you want to pay for this?..............

  19. ..........3. Will the dogs disappear from the streets? They won’t. A large number of the dogs that the Mayor proposes to impound are sterilised. When they are removed, unsterilised dogs from the hinterlands will pour in. So Chennai will go back to its pre-sterilisation days. The new dogs will bite, they will carry rabies.

    4. What will happen in Chennai? More citizens will be bitten. There is now zero rabies in Chennai. It will come back. And rats will come back in millions. Rats are not scared of humans. They have two predators: dogs and cats. Remove the dogs, as the Mayor and Collector did in Surat, and the rats will swarm into the city with their diseases. Do you want to be menaced with rat bites and plague? And pay for dogs to loll around in government pounds while you run for your lives?

    5. What is the alternative? Restart the sterilisation programme. The Chennai Corporation has left the job of sterilisation to two small NGOs — Blue Cross and People for Animals — and neither has the money to cover the whole city. You do not have to be an animal lover to understand the fraud being perpetrated and what will befall the city of Chennai once the Mayor gets his own way.In the first case against the killing of dogs in India, the judge observed: “It needs no great learning to appreciate that dogs or animals are not encroachers on earth. There is no question of eliminating them.

  20. The real problem of stray dog control are five
    1. Trained dog catchers with proper kit
    2. Identifying a territory, identifying and Counting the number of dogs
    3. sterilizing and vaccinating at least 80% dogs before going into another territory
    4. Re-vaccinating all the identified dogs each year or once in three years as per the vaccine used
    5. without letting up identify evasive dogs
    Most dog bites happen a) during breeding season, b) when you try to go near a nursing mother dog c) when the pack number in a territoy increases more than 10 (6-10 is ideal)

  21. I think there is a need for each one to take step for stray dogs sterilization is good option. I hate when the dogs bark at me when i run my bike at the highest speed of 35 km/hr which is the highest speed of my ezip bike electronic bike

    I also read your article on our current education system. As the DPI I expect some creative steps from your part to boost the image of sick government and aided schools.

We can invite all the Korean people to here for a month for a cultural exchange programme or something and we can arrange contests for them to catch dogs..and we can give awards for them.Meanwhile we must leave here to korea for a month ..The entire problem about stray dogs will end[.just like singing.]

  26. സാർ തങ്കളുടെ ഈ ലേഖനം വായിക്കുന്നതുവരെ തെരുവുനായ്ക്കളുടെ സംരക്ഷണം എന്ന മൃഗസ്നേഹത്തിനു പിന്നിൽ പലർക്കും ഇങ്ങനെ ഒരു കച്ചവടതാല്പര്യം ഉണ്ടെന്ന് അറിഞ്ഞിരുന്നില്ല. തെരുവുനായ്ക്കളുടെ ആക്രമണങ്ങൾക്ക് വിധേയരാകുന്നവരെ ചികിത്സിക്കാൻ ഇത്രയും വലിയ തുക സർക്കാർ ചിലവാക്കുന്നുണ്ടെന്നതും പുതിയ അറിവാണ്. താങ്കൾ പറഞ്ഞതുപോലെ 30% ആളുകൾ മാത്രം ആശ്രയിക്കുന്ന സർക്കാർ ആശുപത്രികൾ ഇത്രയും വലിയ തുക ചിലവാക്കുമ്പോൾ സ്വകാര്യ ആശുപത്രികളിൽ എത്രമാത്രം പണം ഈ മരുന്നുകൾക്കായി മറിയുന്നുണ്ടാകണം. തെരുവുനായ്ക്കളുടെ വന്ധ്യംകരണം എന്ന ആവശ്യവും മറ്റൊരു കച്ചവട സാദ്ധ്യതയിലേയ്ക്ക് തന്നെയാണ് വിരൽചൂണ്ടുന്നത്. ഈ വിഷയങ്ങൾ ശരിയായി കോടതിയെ ബോധ്യപ്പെടുത്താതെ പോയത് യാദൃശ്ചികമാണെന്ന് കരുതാൻ വയ്യ.

    തെരുവിലെ പട്ടികളെ വന്ദീകരിച്ചു തെരുവിൽ തന്നെ വിടാനാണത്രെ പരിപാടി തെരുവ് പട്ടികൾക്കും അവകാശപ്പെട്ടതാണത്രെ തെരുവിൽ നടക്കും മനുഷ്യരെ ആക്രമിക്കാനും അവകാശമുണ്ടോ? ആക്രമികളെ വെറുതെ വിടാനാണൊ നിയമം ഉള്ളതു അതോ പട്ടികൾക്കും ജയിലും പരിപാടിയുണ്ടോ ? അക്രമികൾക്ക് സംരക്ഷണം കൊടുക്കും സർക്കാർ പരിപാടിയിൽ അക്രമത്തിനു ഇരയായ വർക്ക് ആശ്വാസ നടപടികള്ക്ക് വകുപ്പുണ്ടോ ?
    പാമ്പുകളെയും മറ്റും പിടികൂടിയാൽ വനം വകുപ്പുകാർ കാട്ടിൽ കൊണ്ടു പോയി തള്ളും പോലെ പട്ടികളെയും നാടു നീക്കാൻ നിയമം ഉണ്ടാക്കി കൂടെ?

    എത്ര ജനപ്രതിനിധികൾ ,എത്ര കക്ഷികൾ ഇത്രയും ജീവൻ ഹനിച്ച ഈ ജീവൽ പ്രശ്നം പരിഹരിക്കാൻ ലോക സഭയിൽ ഇക്കാര്യം ഉന്നയിച്ചു ഇന്ത്യയിൽ പട്ടികൾ പൗരന്മാരെക്കാൾ അവകാശമുള്ളവരോ ? അക്രമത്തിന്നിരയായി അകാല ചരമം അടഞ്ഞവർ പട്ടികളെക്കാൾ പരിഗണന അർഹിക്കാത്തവരോ?
    അവർക്കായി എന്ത് പരിപാടി ?
    ജന്തു ബന്ധുക്കളെ ,സ്നേഹികളെ , മനുഷ്യത്വം ഉള്ളവരെ
    പട്ടി മാംസം കയറ്റുമതി സാധ്യത ആരായാമോ ? അല്ലെങ്കിൽ ഉപേക്ഷിക്കപെട്ട മൃഗങ്ങളാൽ തെരുവ് നിറയാൻ സാധ്യത കണക്കിലെടുത്തു മനുഷ്യർക്ക് സ്വസ്ത ജീവിതത്തിനു വഴി ഒരുക്കാമോ ?

    എന്ത് കുറ്റ ക്രിത്യത്തിന്നും ,ദുര്യോഗങ്ങൾക്കും ദുഘട സംഭവങ്ങളുടെയും ഇരകള്ക്ക് വാരി കോരി കൊടുക്കുന്നവർ ,ആനയും അമ്പാരിയുമായെത്തി ആശ്വാസ നടപടി പ്രഹസനം നടത്തുന്നവർ ഇതെന്തു കൊണ്ടു കാണുന്നില്ല
    ഇവർ ഈ സംഭവത്തിൽ അനുശൊചനം ,അനുഭാവം അനുകമ്പ പ്രകടിപ്പിച്ചത് ആരും ബോധ പൂർവ്വം റിപ്പോര്ട്ട് ചെയ്യാതെയോ ? ഞാൻ കാണാതെയോ ? ആരും ഇന്നലത്തെ മനോരമ പത്രത്തിൽ കണ്ട ആ ദാരുണ വാർത്ത പെരുന്നാൾ ആഘോഷത്തിന്നിടയിൽ കണ്ടില്ലെന്നോ ?

For that to be effective, you should cull 100% Street dogs after building a big wall of 15 ft high through the contours of kerala otherwise dogs in nearby states will migrate. Can u site any article or statements from an expert of the field (being technical) in contray in this? Are u sure u will succeed in your way?

  32. Sir, as per the research we have done, the biggest problem is the Food Waste Issues and abandoning the Puppies. I should say these are the root cause of the issues.   33. Could debate more on culling but there is no reason to wait further to start sterilization of stray dogs. At least that can control the population growth. Avg dog life being around 15yrs, the numbers could come down if the breeding is controlled. In western countries all pet dogs are also neutered (sterilized) and obviously street dogs are not allowed. All in support of street dogs should be given one to take home.

    Mr Prabhakar is basically talking about new laws to be made while thats not his function. He gets his salary to do what he is told to do by the Parliament.
    I am so waiting for this vaccine scam stuff to be debated in court someday. What fun it will be to shove your words back where they came from.
    However, this DC has failed to make the SPCA, implement the ABC Rules, implement the slaughterhouse Rules and so many others. Trivandrum does not have a single licensed slaughterhouse and people are killing animals in trenching grounds on heaps of garbage. The filth in the city is nauseating and the only problem he can think of is dogs. What a moron !

    He has in his possession at Padmanabhaswami, 4 smuggled elephants which he is trying to hide under the carpet.

  37. A few days ago, I happened to watch your video clip about "stray dog menace", shared in my WhatsApp group. About the vaccine makers being behind the menace, I have no idea, but a different perspective on the issue raises a few questions, for which, I found no answers in whatever you said.

    At the heart of this perspective is the terrible conditions by our roads where solid waste, both edible and non-edible, festers. Given that [a] dogs are living creatures having to sustain themselves with food, and [b] since there is no way [even from your talk] one can believe that any interested party is purposely providing for all of the millions of stray dogs, all over, one may reasonably assume that the mounds of edible waste in our public places helps the dogs’ sustenance and procreation.

    I have regular and close experience of this because, in the three places I am for my work, Thrissur, Ernakulam and Alappuzha, I walk the streets [pun unintended!]! I do not drive a car any more or take a ride in any means of public transport, except train. That is, when I am on the move, I am, mostly, on the road. And for me, “one for the road” is the gut-wrenching sight of dogs rummaging mounds of rubbish for their daily meal. Do vaccine makers dispense garbage and rubbish or dump wasted food on to the streets....Or DO WE? The old saying...for one finger pointing, three are pointing....!

  40. Dear Mr Biju Prabharkar, I wish I had read this before. Being a professor and a researcher, we had done some work on sterilizing dogs with Saheli, ( scientific name: Centchroman) used as a weekly contraceptive pills by women. We made an edible biscuit containing the active ingredient. The dogs readily ate the biscuits. No pups were born to female dogs given three doses during an interval of six months. When we tried to get this published in Current Science, a major Indian journal, the peer review raised ridiculous objections. The referee, possibly an activist in favour of preserving street dogs, told us that stray dogs are not a problem at all. They also challenged the practical utility of our solution without stating any scientifically valid reason. If read the correspondence with the journal, you will understand their need to maintain status quo. I tried to get this published in Down To Earth but failed again. I cannot but attribute this to a lobby with money, influence and political connections.
